Regional Workshop: Latin America & the Caribbean

This conference, supported by the founding members of RELAPI (ANPROTEC of Brazil, AIPyPT of Argentina, PERUINCUBA, URUNOVA of Uruguay as well as CHILEINCUBA) aims at promoting knowledge and exchange of experiences in business creation matters and entrepreneurship in the Latin American continent and the Caribbean region, both at the level of government policies and programs, models and results of agency management, development of the associated human capital, related industries within the environment as well as in the realm of services rendered to the entrepreneurs. Esta Conferencia, respaldada por los socios impulsores de la RedLAC/RELAPI (ANPROTEC de Brasil, AIPyPT de Argentina, PERUINCUBA, URUNOVA de Uruguay, además de CHILEINCUBA), tiene por objetivo fomentar el conocimiento e intercambio de experiencias en materia de creación de empresas y emprendimiento dentro del continente Latinoamericano y la región del Caribe, tanto a nivel de políticas y programas gubernamentales,  modelos y resultados de la gestión de los organismos, desarrollo del capital humano asociado, industrias relacionadas del entorno, así como en el plano de los servicios proporcionados a los emprendedores.

The event, which will be held in Santiago, Chile, on July 23, 24, 25 and 26, 2007, is open to the participation of all agencies that promote entrepreneurship in Latin America and the Caribbean, thus seeking a first approximation to the reality of the continent in matters related to business incubation, as a central theme, and the entrepreneurial world as a general framework within which the task of creating businesses is conducted.

As Pre and Post Conference activities for the conference, on Monday, July 23 and Thursday, July 26, the Latin American and Caribbean participants will be offered the options of getting to know the reality of Chilean incubation. The thematic focal points of the conference will be on several levels: policies & models (public & private actors), internal management (incubator actors, entrepreneurial and technological centers), and industry environment (actors of complementary industries and industry suppliers).

The conference program is currently being finalized, and will be built around the following themes:

• Entrepreneurship and Latin American Incubators: Polcies, Models, Results and Successful cases.
• Challenges for Entrepreneurship and Incubation in a Global World: Networks, Actors in the Environment and Innovative Experiences.
• Field visits to Chilean Incubators and Entrepreneurship Centers.

The following objectives of the event are central to further planning and organizing the conference:

• Positioning the Business Incubation industry at the level of government policies as a strategic instrument for sustainable growth in Latin American and Caribbean countries.
• Establishing the Business Incubators as a key tool for the promotion of entrepreneurship and the creation of companies with added value in the region, that will help in the development of local economies.
• Generating cooperation and exchange in technical, financial, government and business matters between the participating agencies for the development and consolidation of entrepreneurship and business incubation.
• Disseminating current government support mechanisms and policies in the region for strengthening entrepreneurship and business incubation.
• Systematizing models and better incubation procedures of the countries attending the event.
• Disseminating the results of programs and projects that are being carried out in Latin America  and Caribbean for promoting entrepreneurship and the creation of companies.
• Renovating the commitments of the RELAPI members to work for the cooperation and disseminate the knowledge towards the RedLAC.
• Presenting and discussing the proposal of a Strategic Action Plan for RedLAC with the members, considering in this work the main issues and challenges detected during the Regional Workshop realized in Montenvideo, Uruguay, May 2006, and subsequently reconfirmed  during the Second Global Forum of Business Incubator of InfoDev Program in Hyderabad, India, that permit to establish concretes work actions, management systems and sustainability mechanisms for the Network.

El evento, que se llevará a cabo en la ciudad de Santiago de Chile los das 23,  24, 25 y 26 de julio de 2007, está abierto a la participación de todas las organizaciones que promueven el emprendimiento en América Latina y el Caribe, buscando de esta forma lograr disponer de un primer acercamiento a la realidad del continente en materia de incubación de negocios, como foco central, y del mundo del emprendimiento como marco general en el que se desarrolla el trabajo de creación de empresas.

Cabe indicar que como actividades Pre y Post Conferencia,  los días lunes 23 y jueves 26 de julio se ofrecerá a los participantes latinoamericanos y caribeños opciones de acercamiento a la realidad chilena de Incubación. La primera será la concurrencia al Encuentro Chileno de Incubadoras de Empresas. La segunda corresponderá a una visita guiada a Incubadoras y Centros de Emprendimiento chilenos.

Temáticas:

• Emprendimiento e Incubadoras Latinoamericanas: Políticas, Modelos, Resultados y Casos de Éxito.

• Desafíos para el Emprendimiento e Incubación en un mundo global: Redes, Actores del Entorno y Experiencias Innovadoras.

• Visita de Terreno a Incubadoras y Centros de Emprendimiento chilenos.

Los objetivos del evento, centrales para una mejor planificación y organización del mismo, son:

• Posicionar a la industria de la Incubación de Empresas, a nivel de políticas gubernamentales, como instrumento estratégico para el crecimiento sustentable de países de A.L. y el Caribe.
• Situar a las Incubadoras de Empresas como herramienta clave para la promoción del emprendimiento y creación de empresas con valor agregado en la región y que colaboran al desarrollo de las economías locales.
• Generar cooperación e intercambio en cuestiones técnicas, financieras, gubernamentales y  empresariales entre los organismos participantes, para el desarrollo y consolidación del emprendimiento e incubación de empresas.
• Difundir las políticas y mecanismos gubernamentales de apoyo existentes en la región para fortalecer el emprendimiento e incubación de empresas.
• Sistematizar modelos y mejores prácticas de incubación de países presentes en el evento.
• Difundir resultados de programas y proyectos que se estén realizando en Latinoamérica y el Caribe  para fomentar el emprendimiento y creación de empresas.
• Renovar los compromisos entre los miembros de RELAPI de sostener un ambiente de colaboración, cooperación y difusión de conocimientos a favor de RedLAC.
• Presentar y discutir la propuesta de un Plan Estratégico de Acción para la RedLAC, que contemple los principales temas y desafíos detectados durante el taller regional realizado en Montevideo, Uruguay, en Mayo de 2006, y posteriormente reconfirmado durante el II Foro Global de InfoDev en Hyderabad, India, que permita establecer acciones concretas de trabajo, sistemas de gestión y mecanismos de sustentabilidad de la Red.
