The aim of the climate technology center concept is to accelerate the development and commercialization of emerging clean technologies for national, regional or global deployment, thus supporting the transition to low-carbon development in middle and low income countries.
Building on infoDev’s business incubation experience, the Department for International Development (DFID) of the UK government and infoDev are launching a Climate technology Program. This program will seek to pilot the concept of ‘climate technology centers’ in a number of developing countries. The program will not only draw from infoDev’s business incubation experience but also from the experience of the Carbon Trust and other relevant organizations. The aim of the climate technology center concept is to accelerate the development and commercialization of emerging clean technologies for national, regional or global deployment, thus supporting the transition to low-carbon development in middle and low income countries. The timing of the project is in advance of the Copenhagen Climate Summit in December 2009, and will aim to provide practical examples for future action, including investment opportunities for the Climate Investment Funds and other multilateral initiatives.
SCOPE OF WORK
The Consultant will be a key collaborator of infoDev’s Climate technology program, and will be responsible for the managing the implementation of the Program in Kenya. The Consultant will:
Assist in the implementation of the Climate technology Program in Kenya and will be primarily responsible for overseeing stakeholder engagement in Kenya and the preparation of a detailed report including actionable recommendations. This will include:
o Sector Analysis/Mapping
- Take lead in indentify major assets, gaps, opportunities and challenges in climate technology in Kenya including a mapping of the ‘cleantech’ sector and technology landscape, analysis of the climate technology market and commercialization continuum including access to financing, understanding of key climate change innovation policy mechanisms and an analysis of capacity building and scale-up opportunities for climate technology deployment.
- Identify, assess and evaluate existing initiatives in climate technology and related centers currently active or planned in Kenya.
o Stakeholder Engagement
- Identify and engage potential stakeholders to assist and provide valuable insight for the above analysis.
- Organize two stakeholder workshops which will serve as the medium to facilitate and generate thought leadership on climate technology innovation in Kenya.
- Perform follow-up individual discussions with relevant stakeholders after the workshops and keep them informed of the project’s progress.
- Such stakeholders would have an interest in climate technology development and would include key players such as potential donors, government officials, policy makers, academics, private sector representatives, energy and utility experts, financers and entrepreneurs.
o Development of Recommendations
- Help develop a plan of action for the implementation of a climate technology program in Kenya based on the outcomes of the sector mapping work and stakeholder engagement process.
- Prepare findings and recommendations from work completed and deliver detailed briefing to DFID and infoDev program leads.
o Working with the infoDev Team and DFID to raise awareness for this program, including reaching out to other development partners, collaborators and donors who may be interested in contributing to this program.
o Working with the infoDev Team to ensure that the program delivers the results within the expected timeframe and resource allocations.
QUALIFICATIONS
- Must have an established knowledge or understanding of the clean technology sector and the innovation cycle for taking these technologies from concept to commercialization.
- Must have an established knowledge of the key players/stakeholders in Kenya in the clean technology space
- Knowledge of the support mechanisms, including access to finance, research institutions, public policies, that are required for the innovation cycle to produce effective results.
- Excellent program management skills and demonstrated experience in managing international projects.
- Excellent verbal and written communications skills, and experience working with a variety of stakeholders, including senior government officials and private sector representatives.
- Demonstrated ability to take initiative and work independently with limited supervision.
- Experience working in a multicultural team and proven ability to build relationships with project partners.
- Experience working on entrepreneurship and SME development issues in developing countries, including business incubation.
- Masters degree in Business Administration or other relevant fields.
- Fluency in English is required.
- At least 5+ years relevant professional work experience.
EXPECTED SCOPE AND DURATION OF ASSIGNMENT:
- The Task Manager will be hired for up to 75 days during the period of October through February 2010. During this period the Consultant would be expected to work full-time on this assignment for the first 2-3 months.
