TWBI is based in Tianjin, China’s fourth largest city, and has the status of a non-profit mixed incubator specializing in assisting female entrepreneurs and fostering growth in the employment of women made redundant by economic reform and restructuring. Established in 2000, it is China’s only women’s mixed business incubator. It was established with the financial assistance of the Tianjin Municipal Government, which provided the building and some cash investment, the Tianjin Women’s Federation and three other local government authorities. The incubator had received earlier technical assistance in the form of business planning consultancies and training from the United Nations Development Programme (UNDP) and has been guided in its establishment and development by consultants from Australia and the United States (US). Objectives:
learn from other incubators and have drawn extensively on the National Business Incubator Association website for information. TWBI currently has a building area of 5,000 square meters with 54 on-site tenants and 16 off-site tenants and to date has graduated 29 companies. Directly and indirectly it has been responsible for providing employment opportunities for an estimated 6300 people, a ratio far higher than developed-country incubators. It offers clients start-up assistance, business training, business mastermind assistance and assistance to graduates, and it facilitates an on-site micro credit program which received seed funding from UNDP and the Tianjin authorities. Operating at full capacity, it has managed to develop near financial self-sufficiency through charges for office rent, business services and external training courses. It has become famous in China as a model and acts as a center for study tours from other incubators and potential incubators in the country.

The Tianjin Women's Business Incubator (TWBI) is a non-profit business incubator located in Tianjin, China, and dedicated to promoting the growth and development of women-owned businesses of all types in Tianjin. While there are over 400 business incubators in China, TWBI is the only one which is focused on employment creation and empowerment of a disadvantaged community.
The core mission of the center is to provide long-term sustainable opportunity of employment for women. TWBI believes that the best way to help women entrepreneurs and women employees to have good opportunity of employment is to provide assistance and help women enterprises that are in the infancy and within the period of development.
Incubation conception: Improving Tianjin women’s status and interests through creating a potential women enterprise which develops quickly and provides position. we can incubated relative advantaged people first and then provide position for the disadvantaged people, try to look for the balance of meeting the demand of the advantaged on tactics and serving the disadvantaged on strategy .
While our clients are not necessarily technology firms, we believe that all firms can acquire a competitive edge through the appropriate application of modern technologies. In particular, we are committed to leveraging information and communication technologies (ICT) to enhance the impact and effectiveness of both our incubator and its clients.
